I used the regular lasso tool with a feather of 5 selected and selected the
area
containing the noise and the stray hairs:

Now I will apply the dust and scratches filter, and adjust the settings for
that
to get rid of all the background stuff. Here I've included 3 images.
The first is the original which shows up when you move the image;
the second is with a radius of 10 pixels;
the third is a radius of 1. The one with 1 is very obviously
blurred, and we don't want anything obvious, so we will go with
a higher number (10).

Next we'll use the clone tool again and fix the white area on the side of the background:

Since it is so purely black, we can actually paint with the clone brush
instead of the usual click-by-click method when touching up something
with more texture or color variance. I also can use a larger brush, in this
case, I used a 65-pixel brush:
